This action would represent a substantial intensification of the immigration enforcement measures initiated by the Trump administration and would greatly expand the parameters of the proclamation issued on June 4, 2025, which currently imposes restrictions on nationals from 19 countries.
The memo, which bears the signature of Secretary of State Marco Rubio, provides these countries with a 60-day period to comply.
